The Times, June 30th, 1804:

General Von Suctelen has laid before the Emperor of Russia, a plan for enlarging the port of Revel, so as to be able to contain the whole Russian navy; as also for fortifying the entrance of the Gulf of Finland, and the coasts of the large islands of Oesel and Dagho. The Emperor approved this plan, and assigned four millions of roubles towards its execution. ...."
