At anchor, while sailing, or both?

One really basic device is an awning.

Post Re: coping with the heat
"We crossed the line in about twenty-five degrees west longitude, and were becalmed thereabouts for nearly four weeks. The ship's company, between four and five in the afternoon, used to bathe alongside in a steering sail, with shot tied in the middle to make it sink; when put into the water and extended it formed a large and deep bath, and the sharks could not molest us, although they were always upon the look-out to sieze anything that fell overboard."

From: "The Life of a Sea Officer" by Jeffrey Baron de Raigersfeld. Chapter entitled "Second Voyage"; ie: on HMS VESTAL. Dates in Raigersfeld's autobiography are vague and unreliable. The Introduction by L.G. Carr Laughton suggests a date of about January 1788, and that VESTAL was becalmed for only 10 days.
