From The Times, June 3, 1791:

".... PLYMOUTH, May 31. Last night at 12 o'clock a King's Messenger arrived here express from the Admiralty, with dispatches for Commissioner Fanshaw, who soon after, attended by the boundary watchmen, examined every part of the dock-yard, and searched all the store-houses. The yard gates were not opened till half past six (which is an hour and an half later than usual), when every shipwright, and labourer, was separately searched and examined. It is said there is a conspiracy formed to destroy our dock-yards. .... "

The Times, February 2nd, 1795:

" .... A fresh order has been sent from the Admiralty Office to all the dock-yards, to exclude all strangers of every description. The same is to be observed in private yards, where Government contracts are executing. ...."
