Post Tarragone/Tarragona, Spain

From The Times, of January 7, 1804

" .... a 34-gun frigate has been lately anchored in the new port of Tarragone, in Catalonia, Spain, and after a complete trial, it has been found that all sorts of vessels, not excepting ships of the line, may ride there in perfect safety. It is supposed that the harbour may contain about twenty ships of the line at one time, and it is expected to become one of the most commodious, as well as one of the safest, ports in the Mediterranean ...."

I have turned up the usual history of the port of Tarragona which doesn't tell me what I want to know. I don't mind admitting my ignorance, so does anyone know if this developed as a naval port? I realised that the quoted snippet was less than two years before Trafalgar, and I wondered what part the port played for the Spanish navy during that period.
